NEWS RELEASE: (Manassas, Virginia):   

On March 29, 2008 Major Jim Covel of the Prince William Composite Squadron announced that Cadet/LtCol. Jacob Elphee passed the examination process and has earned the Civil Air Patrol’s SPAATZ Award.  The SPAATZ award is the highest award a CAP cadet can earn. 

 The exam consisted of four sections.  One section consisted of an essay examination which tested his moral reasoning, followed by a comprehensive section on leadership, with the final academic portion consisting of an examination on aerospace education.   Then cadet Elphee was given a challenging physical fitness test.  He had to pass all four, which he did.

 Maj. Covel added that C/LtCol. Elphee has been promoted to the rank of Cadet/Colonel – CAP’s highest rank for a cadet.  He added that Cadet/Col. Elphee is the first Prince William Composite Squadron cadet in a decade to earn the Spaatz Award. 

 A Spaatz Award ceremony for Cadet/Col. Elphee is being arranged and will probably occur in the summer.
