1 January 2009 is the cut off date for being on CAP Missions and not completing IC-100 and IC-700 (for certain specialties.) See the attached letter on NIMS training.
As a Definition, All CAP flying is Mission Flying. A Missions, B Missions, C Missions. There is no personal flying in CAP, it is all part of the CAP Mission.
Therefore,
Effective 1 January 2009 to fly in a CAP aircraft as PIC you must have completed IS-100 and IS-700. These courses are available at the FEMA website, there is no charge, the tests are open book, and each course takes about an hour to complete. After completion, go to the CAP website under OPS Qual and Enter the completion. Send a copy of the course completion for validation as with all other mission paperwork.
The short version is if you want to fly as a CAP pilot after 31 December 2008 you must have completed these courses.
