Dave lives in Blacksburg Va. and works for Virginia Tech as a Video Conferencing/Video Broadcast-Electronics Technician. He ran a hobby store and Radio Control Race Track for 20 years. Dave plans to attend Virginia Tech for a masters degree in Educational Technologies. He is a private pilot and enjoys anything to do with Aerospace, Education, Search and Rescue, and Emergency Services. His Motto: "Pursue with Vigor".

LTCOL.David Scull USCAP

DAVID C. SCULL received his B. S. in Geology and Geophysics from the Pennsylvania State University in 1955 and a M. S. in Systems Management from the University of Southern California in 1975.
During the period from 1955 to 1960, while employed by the U. S. Navy Hydrographic Office, he performed gravity observations aboard Navy submarines and was in charge of geophysical measurements during the USS Skate voyages to the North Pole in 1958 and 1959. From 1960 to 1972, as an employee of the Naval Oceanographic Office (NAVOCEANO) he was involved in various geodetic investigations leading to specialization in electronic positioning methods. In 1968 he was appointed as Chief of NAVOCEANO's Electronic Systems Branch and was responsible for LORAN, Navigation Satellite and OMEGA Navigation System products directed at providing navigational data and information.
From 1972 to 1980, Mr. Scull acted as Chief of the Navigational Science Division of the OMEGA Navigation Systems Center in Washington, D. C. which coordinated the operational activities of the OMEGA System. He instituted a worldwide data collection and reduction program which resulted in improving the overall accuracy of the OMEGA Navigation System by 37%. From 1980 to 1989, Mr. Scull served as the Radionavigation and Communications Program Manager within the Research and Special Programs Administration of the Department of Transportation. He also served as Chairman of the DOT Navigation Working Group and the Civil GPS Steering Committee advised the DOT Chief Scientist on telecommunication matters. He retired from DOT in 1989, and worked in private industry before retiring a second time in 1995.
Mr. Scull is a Director of the International Navigation Association, a past Vice President of the International Loran Association, a past President of the U. S. Institute of Navigation and a former Secretary General as well as a Past President of International Association of Institutes of Navigation. Currrently he is President of the International Navigation Association, a Member of the US. Instititute of Navigation and a Fellow of the Royal Institute of Navigation.
He also is an instrument rated pilot and active in the Civil Air Patrol, USAF Auxillary and holds the amateur radio callsign KD4SV.

 

 

 

         

Internal Aerospace Education Officer

Lt Col Paul Willard CAP

Paul Willard joined CAP as a cadet in the Roanoke Composite Squadron in 1969. He was fortunate to have completed the Cadet program in Roanoke and benefited from a Solo Scholarship and CAP grants that allowed him to complete a college education at Virginia Tech.  After college He joined the Air Force and while on active duty was involved in CAP around the country. 

Lt Col Willard had the opportunity to serve as the Wing PAO in Arkansas, Wing Chief of Staff in Texas, and Air Force/CAP Liaison Officer in Massachusetts.  he was also selected to serve as the Air Force Association’s Presidential Advisor for CAP.  Over the years he has had the pleasure of serving as an escort officer on a number of Cadet special activities.  As well as completing all of the levels in the senior training program.

Lt Col Paul A.Willard II is now the Senior Aerospace Science Instructor (SASI), Hampton High School (HHS) located in Hampton, Virginia (VA-041). In this position, he serves as an Air Force Junior Reserve Officer Training Corps (JROTC) Detachment Commander, responsible to Headquarters ROTC at Maxwell Air Force Base, Alabama. He reports directly to the HHS Principal in all matters relating to course curriculum and all students’ related matters. As the SASI Lt Col Willard oversees and instructs four levels of Aerospace Education courses.

Lt Col Willard received his commission through Officer’s Training School, Lackland AFB, Texas, and entered the Air Force as a Second Lieutenant in 1979. He was first assigned to The 308 Strategic Missile Wing in Little Rock, AR as a Titan II Intercontinental Ballistic Missile Launch Officer and Combat Crew Commander. After an internship with Rockwell International Lt Col Willard moved on to become the Electronic Systems Division’s chief contract negotiator for the Royal Saudi and U.S. E3-A Airborne Warning and Control System, lead negotiator for the Airborne Battlefield Command, Control, and Communications System, and a vast array of other tactical communications systems. Lt Col Willard was then selected by the Director of Contracting to be his special assistant for Total Quality Management to identify and implement organizational improvements. In 1990, he became the Phillips Laboratory Executive Staff Officer at the USAF Space Systems Geophysics Directorate working with some of the nation’s top scientists. There, he was a key team member in the re-alignment of the AF laboratories and was decorated for his work with the space shuttle transport system (STS #39). In 1992 he was named Chief of the AF “Should Cost” Division at the Aeronautical Systems Center (ASD), Wright- Patterson AFB, OH. There he led a special team of senior analysts responsible for reviewing all AF programs in excess of $50 million. He was chosen as the Chief of the first Process Analysis Division for ASD and went on to become the Deputy Director of Business Policy, Contract Review and Analysis.  His team was responsible for business decisions for the largest Department of Defense buying activity. He is a holder of the Senior Missile Operations Badge, Senior Acquisitions Badge, Basic Space Badge, and Basic Administration Badge. 

Before coming to HHS, Lt Col Willard held Virginia teaching positions in the Bedford County, Roanoke City Schools, and Franklin County School Systems and worked with major defense contractors prior to his entry into academia.

Since moving back to Virginia and teaching in secondary schools in Virginia as an Aerospace Education Instructor Lt Col Willard has relied heavily on the resources of CAP in his classroom.
